In 1932, the first set of graduate students from the fire department took place. Fire technicians P.M. Brown, S.V. Kalyaev and engineer V.A. Allison. Training of engineers, specialists with higher education for the country's fire protection began in 1933 at the Faculty of Sanitary Engineering Leningrad Institute civil engineering engineers (LIIKS).

V.S. Bektashev was appointed head of the fire department at LIIKS.
