1. These Rules establish the goals, conditions and procedure for granting subsidies from the federal budget to Russian organizations to compensate for part of the costs of research and development work incurred in 2017-2019 as part of the implementation of complex investment projects to organize the production of rehabilitation means ( hereinafter respectively - organizations, subsidies).

3. Subsidies are provided to organizations that have passed the competitive selection for the right to receive subsidies, within the framework of technological areas determined in accordance with the list specified in paragraph 6 of these Rules, for reimbursement of costs for research and development work within the framework of the implementation of complex investment projects in which the implementation period of the specified work does not exceed 3 years (hereinafter referred to as the competition). 5. Subsidies are provided to organizations that, as of the date not earlier than the 15th day of the month preceding the month in which it is planned to conclude a subsidy agreement, meet the following conditions:
a) the organization does not have an unfulfilled obligation to pay taxes, fees, insurance premiums, penalties, fines and interest payable in accordance with the legislation of the Russian Federation on taxes and fees;
b) the organization has no arrears in repayment to the federal budget of subsidies, budget investments provided in accordance with other legal acts, and other arrears to the federal budget, including on monetary obligations to the Russian Federation, as defined in Article 93.4 of the Budget Code of the Russian Federations;
c) the organization is not in the process of reorganization, liquidation or bankruptcy;

7. The subsidy is provided to compensate for the following actually incurred and documented expenses of the organization as part of a comprehensive investment project:

c) the cost of work (including services of third parties if they are involved, including individuals with disabilities and legal entities that engage disabled people) under contracts for the performance of research and development work directly related to the implementation of a comprehensive investment project, in including approbation (trial operation) of products;
d) expenses for the manufacture of prototypes, mock-ups and stands, including for the purchase of materials and components, as well as for approbation (trial operation) of products;
e) expenses for the production of an experimental batch of products and their testing, certification and (or) registration, as well as testing;
f) expenses under lease contracts for technological equipment and technological equipment necessary for carrying out research and development work;
g) expenses for the manufacture and (or) purchase of equipment, testing, measurement and control tools, consumable tools for approbation (trial operation) of products;
h) expenses under life and health insurance contracts for persons participating in the approbation (trial operation) of products (if any) created as part of a comprehensive investment project, in the absence of these conditions in the contracts, subject to compensation in accordance with subparagraph "c" of this paragraph.

i) a certificate from the tax authority confirming that the organization, as of the date not earlier than the 15th day of the month preceding the month in which it is planned to conclude an agreement on the provision of a subsidy, has an unfulfilled obligation to pay taxes, fees, insurance premiums, penalties, fines and interest payable in accordance with the legislation of the Russian Federation on taxes and fees (if the organization fails to submit such a document, the Ministry of Industry and Trade of the Russian Federation requests it independently);

j) information on the implementation by the organization at the time of filing the application of work on the implementation of a comprehensive investment project at the expense of its own and (or) borrowed funds, indicating the amount of actually incurred costs and work performed;
k) a business plan for a complex investment project, including a marketing analysis with a justification of the demand for products that will be created during the implementation of a complex investment project, indicating the performance indicators for the implementation of a complex investment project based on the results of each six months of its implementation, including a schedule for the implementation of a complex investment of the project, containing key events and results of the implementation of the specified project, including the qualitative and quantitative characteristics of achieving, using subsidy funds, the performance indicators for the implementation of the integrated investment project, as well as the structure of the planned costs associated with the implementation of the integrated investment project, which provides for research and development - design work, production and sale of products, as well as attraction of investments in the form of borrowed or own funds of the organization (hereinafter, respectively - business plan, schedule), containing, among other things, information:
O technical specifications products planned for development as part of research and development work and used to create products as part of a comprehensive investment project;
on the volume of production and sales of products that will be created during the implementation of a comprehensive investment project;
the amount of the subsidy;
on the share of innovative products in the total volume of products manufactured by the organization;
on the number of patents to be obtained;
on the number of newly created and modernized high-performance jobs as part of the implementation of a comprehensive investment project;
on the period of implementation of the complex investment project;
on the volume of exports of products that will be created during the implementation of a comprehensive investment project;
on financial indicators of the implementation of a complex investment project - net present value and internal rate of return;
l) letters of guarantee from investors (co-investors) and (or) credit institutions on their readiness to provide financial security for the costs associated with the implementation of a complex investment project, if it is necessary to attract credit funds for the purposes of implementing a complex investment project. These letters must contain data on the effectiveness of the planned investments in a complex investment project, obtained on the basis of an analysis of the business plan;
m) an extract from the Unified State Register of Legal Entities, duly certified (if the organization fails to provide such a document, the Ministry of Industry and Trade of the Russian Federation requests it independently);
o) a certificate signed by the head of the organization, confirming the compliance of the organization as of the date no earlier than the 15th day of the month preceding the month in which it is planned to conclude a subsidy agreement with the requirements established by subparagraphs "b" - "d" paragraph 5 these Rules;

o) product approbation (trial operation) program (if any), which is created as part of the implementation of a comprehensive investment project and is developed in accordance with the requirements established by the methodology for approbation (trial operation) of innovative rehabilitation products with the participation of disabled people, approved by the Ministry of Industry and trade of the Russian Federation;

p) a copy of the registration certificate for a medical device (provided that the product being developed is a medical device) when compensating for the costs of implementing a comprehensive investment project at the stage of approbation (trial operation) of products.

a) compliance of the submitted documents with the requirements stipulated paragraph 13 of these Rules, and submission of these documents in full;
b) the reliability of the information contained in the submitted documents;
c) the absence of conflicting information in the submitted documents;
d) compliance of the application with the technological directions determined in accordance with the list provided for paragraph 6 these Rules;
e) the organization does not have any pending subsidy agreements previously concluded with the Ministry of Industry and Trade of the Russian Federation, included in the register of complex investment projects for organizing the production of rehabilitation means, under which a subsidy is provided, provided for paragraph 21 of these Rules.
a) registers, in the order of receipt, envelopes with applications and documents specified in paragraph 13 of these Rules, in a special journal, which must be laced, numbered sheet by sheet and sealed with the seal of the Ministry of Industry and Trade of the Russian Federation;
b) opens the envelopes with applications and documents in the manner and within the time specified in the notice of the competition, and checks the correctness of execution and completeness of the documents provided for paragraph 13 of these Rules. Based on the results of opening the specified envelopes and checking organizations for compliance with the conditions for admission to the tender, provided for paragraph 14 of these Rules, a protocol for opening envelopes with applications and documents is drawn up containing a list of organizations admitted to participate in the competition, which is signed by all present members of the commission and posted on the official website of the Ministry of Industry and Trade of the Russian Federation on the Internet no later than 1 working day the day following the day of opening the said envelopes;
c) within 10 working days from the date of signing the protocol of opening envelopes with applications and documents, checks the compliance of documents with the conditions for granting a subsidy and ranks applications in accordance with those specified in paragraph 11 of these Rules by the criteria according to the methodology provided for application no. 1 to these Rules. Based on the ratings of applications, the tender commission assigns a serial number to each application. Based on the results of the assessment and comparison of applications, a protocol for the assessment and comparison of applications is drawn up no later than 3 working days following the day the assessment and comparison of applications were completed. The protocol of evaluation and comparison of applications is drawn up in 1 copy, which is stored in the Ministry of Industry and Trade of the Russian Federation;
d) within 5 working days from the date of signing the protocol of evaluation and comparison of applications, transfers to the winner (winners) of the tender a copy of the protocol of evaluation and comparison of applications and a draft subsidy agreement attached to the tender documentation and containing the conditions for the execution of the contract proposed by the winner of the tender in the application. The protocol for the evaluation and comparison of applications is posted on the official website of the Ministry of Industry and Trade of the Russian Federation on the Internet no later than 1 business day following the day of its signing;
e) signs an agreement on the provision of a subsidy with the winner (winners) of the competition or with the only participant admitted to participate in the competition, not earlier than 10 working days and not later than 20 working days from the date of posting on the official website of the Ministry of Industry and Trade of the Russian Federation in the network " Internet" protocol for evaluating and comparing applications.
17. If the winner of the competition refuses to conclude an agreement on the provision of a subsidy, the Ministry of Industry and Trade of the Russian Federation concludes an agreement with the organization that took the place following the place occupied by the organization recognized as the winner of the competition.
18. Based on the results of the competition, the Ministry of Industry and Trade of the Russian Federation and the organization conclude an agreement on the provision of a subsidy in accordance with the standard form established by the Ministry of Finance of the Russian Federation.
This agreement must contain:
c) a schedule containing key events in the implementation of a comprehensive investment project in accordance with the business plan and the dynamics of their achievements;
d) the organization's consent to the Ministry of Industry and Trade of the Russian Federation and the state financial control body conducting audits of compliance with the goals, conditions and procedure for granting subsidies established by these Rules and the subsidy agreement;
e) a schedule of financial support for the costs associated with the implementation of the investment project.

19. To receive a subsidy, an organization with which a subsidy agreement has been concluded shall submit to the Ministry of Industry and Trade of the Russian Federation no more than once a quarter and no later than December 5 of the current year the following documents:

24. In case of violation by the organization - the recipient of the subsidy of the conditions established when granting it, due to the occurrence of force majeure circumstances, no penalties are applied to the organization - the recipient of the subsidy.
25. Information on the amount and timing of the transfer of subsidies is taken into account by the Ministry of Industry and Trade of the Russian Federation when forming a forecast of cash payments from the federal budget, necessary for compiling, in the prescribed manner, a cash plan for the execution of the federal budget.
26. The organization - the recipient of the subsidy after the completion of the research and development work is obliged to annually submit to the Ministry of Industry and Trade of the Russian Federation a report on the achievement of performance indicators for the implementation of a comprehensive investment project in the form established by the subsidy agreement.
If the achievement of the performance indicators for the implementation of the complex investment project is provided for in a period exceeding the period for granting the subsidy, the organization receiving the subsidy also submits an interim report before the planned deadline for achieving the performance indicators for the implementation of the complex investment project.
27. The Ministry of Industry and Trade of the Russian Federation and the state financial control bodies are obliged to check whether organizations comply with the goals, conditions and procedure for granting subsidies.

1. This methodology determines the rating of applications submitted by Russian organizations for the competition for the right to receive subsidies from the federal budget to compensate for part of the costs of research and development work incurred in 2017 - 2019 as part of the implementation of complex investment projects for the organization of production means of rehabilitation (hereinafter respectively - organizations, competition, subsidy), based on the criteria provided for in paragraph 11 of the Rules for the provision of subsidies to Russian organizations to compensate for part of the costs of research and development work incurred in 2017 - 2019 as part of the implementation of complex investment projects for organizing the production of rehabilitation means, approved by Decree of the Government of the Russian Federation of January 25, 2017 N 76 "On approval of the Rules for the provision of subsidies to Russian organizations to compensate for part of the costs of research and development work incurred in 2017 - 2019 as part of the implementation of complex investment projects to organize the production of means of rehabilitation".
