Submitting documents by mail

Applicants to the Graduate School have the right to send an application for admission to study and documents through public postal operators (by mail) by post with notification of delivery and a description of the attachment addressed to the Admissions Committee. An applicant to the Graduate School has the right at any stage of admission to study to withdraw the submitted documents by submitting an application for withdrawal of documents. Targeted training is possible at RTU MIREA. Mechanisms targeted training regulated by Decree of the Government of the Russian Federation dated March 21, 2019 No. 302. Admission rules for targeted training have been established for applicants.

Admission quota for targeted training in 2019/2020 academic year.

What is targeted learning?

Targeted training is training in budget places according to secondary vocational or higher education in the interests of the customer (authority or municipal government, enterprise or even individual entrepreneur).
Targeted training is carried out on the basis of an agreement with a customer who is interested in training a student in a specific area of ​​training or specialty and his subsequent employment.
As part of the implementation of targeted training, the customer is obliged to provide (or organize the provision) of measures to the student social support, which can include a wide range from additional stipends to housing, and guarantees of employment.
The student, for his part, is obliged to master the educational program and work for at least 3 years at the enterprise specified in the contract, in a position that is also specified in the contract. The agreement may also stipulate the level wages during employment.

Admission to targeted training

Who is it available for: Admission to a university for targeted training is possible only for applicants entering higher education programs. For applicants entering secondary vocational education programs, this opportunity is not provided, although an agreement on targeted training is an additional advantage for admission.

Contract term: An agreement on targeted training must be concluded before the applicant submits an application for admission to study.

Who is the customer: The customer for admission to targeted training can only be authorities, authorities local government, state organizations, municipal institutions and organizations with state participation.

Which programs to apply for: Admission to targeted training at budgetary places is possible ONLY in areas of training, specialties from the approved list specified in the order of the Government of the Russian Federation dated February 11, 2019 No. 186-r (with additions established by the order of the Government of the Russian Federation dated May 18, 2019 No. 979- R).

Below is a list of RTU MIREA programs for which admission to targeted training is possible*.

How the quota is allocated: Applicants enter the university under a separate admission quota for targeted studies. The admission quota is established by the Government of the Russian Federation as a percentage of the number of budget places.

Sanctions for non-fulfillment of the contract: The contract for targeted training with which the student entered under a quota cannot be terminated. Sanctions for failure to fulfill the terms of the contract due to the fault of the student/customer/employer - compensation to the university for the cost of education for the past period.

Admission procedure to the university

Acceptance of documents within the quota for targeted training is carried out in the same order and within the same time frame as for other budget places. When submitting an application, you must provide a copy of the training agreement with the company, which gives you the right to participate in the competition for targeted places.

Recruitment for targeted studies at a university is carried out on the basis of a separate competition, and applicants applying for targeted places are admitted to the university earlier than those participating in the general competition. Applicants who did not pass the competition for targeted places can participate in the general competition for budget places.

When returning documents to persons entering the target places, the right to target location is lost for them.

Target places remaining free after the publication of admission orders are provided to applicants participating in the general competition.

Even if the applicant has an agreement on targeted training, he is not obliged to enroll according to the quota. He can enroll on a general basis and, if he passes on the budget, he will still remain a student of targeted training in accordance with the agreement, but at the same time he will avoid possible additional sanctions for failure to fulfill its terms.

  5. A motivation letter for the chosen field of study, which reveals the applicant’s experience in participating in scientific work, existing scientific interests, the reasons for their occurrence. It is explained why a specific department and scientific supervisor of the work were chosen. A letter of 3-5 pages of typewritten text, printed in Times New Roman font, 14 point, 1.5 spacing.

    In the absence of published scientific works, an abstract in the specialty on a topic agreed upon with the proposed supervisor or head of the department (both certify the abstract) is used when passing the entrance exam for the chosen specialty. The abstract consists of the following chapters: title page, contents, introduction, main part, conclusions, list of references;

  6. Characteristics - a recommendation from a supervisor indicating the possibility of admission to graduate school. Compiled based on joint experience scientific work or based on an abstract, provided publications and personal conversation with the applicant.
  7. Copy of TIN, copy of pension insurance certificate, compulsory medical insurance.
  8. A document reflecting the results of a mandatory preliminary medical examination (examination) in accordance with the Decree of the Government of the Russian Federation of August 14, 2013 N 697 “On approval of the list of specialties and areas of training, upon admission to training for which applicants undergo mandatory preliminary medical examinations (examinations) in the procedure established at the conclusion employment contract or a service contract for the relevant position or specialty."
  9. If it is necessary to create special conditions during entrance exams - a document confirming limited health capabilities or disability;

ENTRANCE EXAMS

Entrance exams are held from September 3 to September 19, 2019. The exact dates and locations of the exams will be published later.

Applicants to graduate school take the following entrance exams orally in Russian:

  1. by specialty (chosen direction);
  2. in philosophy;
  3. By foreign language.

Scale for assessing the results of admission to graduate school:

Only one point from the listed points of the individual achievements of the applicant to graduate school is added to the total number of points based on the results of passing the entrance exams.

The minimum number of points for each exam is 3 points.

In the event of an equal number of points, those persons who have a higher score for the entrance examination in their specialty are enrolled.

Entrance tests are conducted orally in Russian each. For each group of applicants (for full-time graduate school, for correspondence graduate school, for a budget, for contract training) one admission test is conducted on one day. At the request of the applicant, he may be given the opportunity to take more than one entrance test on one day (if possible). Remote admissions tests are not provided.

Materials for passing the exam in the specialty:

  1. An abstract on the specialty (the topic is suggested by the head of the department or the proposed supervisor).
  2. Feedback from the proposed supervisor on the abstract or reprints of articles with a rating on a five-point scale.
  3. A list of printed works signed by the author and certified at the department or place of work.

Retaking entrance exams is not allowed.

Persons who received 0 (zero) points in one of the entrance exams and did not file an appeal are not allowed to take subsequent exams. Persons who received 0 (zero) points in one of the entrance exams and filed an appeal are allowed to take subsequent exams only after receiving a positive decision from the appeal commission.

Persons who missed the entrance exam for a documented valid reason have the right to submit an application with a request to take the exam on a reserve day (according to the entrance test schedule) with the relevant documents attached.

During the entrance examinations, their participants and persons involved in their conduct, prohibited have with you and use communication tools. Participants in entrance examinations may carry and use reference materials and electronic computer equipment authorized for use during entrance examinations in accordance with the approved entrance examination programs.

If an applicant violates during the entrance examinations in accordance with the “Rules of Admission”, authorized officials has the right to remove him from the place of admissions testing and draw up an act of removal.

Non-resident applicants to graduate school are provided with a dormitory ONLY for the duration of entrance exams, subject to availability of places in the dormitory (15 places in total).

Below you can also familiarize yourself with the standard form of an agreement on the provision of paid services for the preparation of a graduate student. Contract training in graduate school is possible if the applicant did not pass the competition for admission to a budget-funded form of study.

b) a document of the established form (if the applicant does not submit a document of the established form, then in the application for admission he indicates the obligation to provide the specified document no later than the day the acceptance of documents of the established form is completed);
c) if it is necessary to create special conditions during admissions tests - a document confirming disability (the specified document is accepted if its validity expires no earlier than the day the application for admission is submitted; if the document does not indicate its validity period, then the document is valid for a year, starting from the date of issue);
d) documents confirming the individual achievements of the applicant, the results of which are taken into account during admission to study (submitted at the discretion of the applicant);
e) other documents at the discretion of the applicant;
e) 2 photographs measuring 3x4 cm.

When submitting the documents required for admission, a foreign citizen or stateless person indicates in the application for admission the details of an identity document or a document certifying the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 Federal Law dated July 25, 2002 No. 115-FZ “On the legal status of foreign citizens in the Russian Federation” and presents the following documents:

  • original or copy of an identification document, citizenship, or a document identifying a foreign citizen;
  • a document of the established form (if the applicant does not submit a document of the established form, then in the application for admission he indicates the obligation to provide the specified document no later than the day the acceptance of documents of the established form is completed);
  • originals or copies of documents or other evidence confirming membership of compatriots living abroad, in accordance with paragraph 6 of Article 17 of Federal Law No. 99-FZ of May 24, 1999 “On the state policy of the Russian Federation regarding compatriots abroad”;
  • foreign citizens who enroll in studies on the basis of international treaties submit documents confirming their inclusion among the persons specified in the relevant international treaties;

A document of a foreign state on education is presented with a certificate of recognition of a foreign education, except for cases in which the presentation of this certificate is not required:
  • when presenting a document from a foreign state on education, which corresponds to Part 3 of Article 107 of Federal Law No. 273-FZ;
  • upon submission of a document on education that meets the requirements of Article 6 of the Federal Law of May 5, 2014 No. 84-FZ "On the peculiarities of the legal regulation of relations in the field of education in connection with the admission of the Republic of Crimea to the Russian Federation and the formation of new subjects within the Russian Federation - the Republic Crimea and cities federal significance Sevastopol and on amendments to the Federal Law “On Education in the Russian Federation”; in this case, the applicant submits a document (documents) confirming that the applicant is one of the persons specified in Article 6 of Federal Law No. 84-FZ;

Excerpt from the Rules for the admission of citizens to study in educational programs higher education - programs for training scientific and pedagogical personnel in graduate school in the federal state budget educational institution higher education "Kemerovo State medical University» Ministry of Health of the Russian Federation for the 2018/19 academic year

Applicants take the following entrance tests:

  1. a special discipline corresponding to the training direction (profile) of the postgraduate program (special discipline);

Entrance tests are listed in order of priority (1,2,3) when ranking the lists of applicants.

Admission to training is carried out based on the results of entrance examinations. Persons who have greatest number points scored in entrance examinations.

Clause 8.2 The list of applicants is ranked on the following basis:

  • in descending order of the amount of competitive points;
  • if the sum of competitive points is equal - in descending order of the sum of competitive points awarded based on the results of entrance examinations, and (or) in descending order of the number of points awarded based on the results of individual entrance examinations, in accordance with the priority of entrance examinations established by the University in clause 4.1 of the Rules.

Knowledge assessment scale and the minimum number of points confirming successful completion of the entrance test when taking entrance exams to graduate school

In order to ensure objectivity and uniformity in assessing knowledge when taking entrance exams to graduate school at Kemerovo State Medical University, the following unified scale for assessing knowledge is used.

V. When assigning a grade, the points obtained from the evaluation of all types of tests are summed up.

The minimum number of points for the introductory essay ( written work) for admission of an applicant to entrance examinations - 3 points.

The University must create material and technical conditions that ensure unimpeded access for incoming disabled people to classrooms, toilets and other premises, as well as their stay in these premises (including the presence of ramps, lifts, handrails, widened doorways, elevators; in the absence elevators, the auditorium should be located on the first floor of the building).

5.3. Entrance tests for applicants with disabilities are held in a separate classroom.

The number of applicants with disabilities in one classroom should not exceed:

When passing the entrance test in writing - 12 people;

When passing the entrance test orally - 6 people.

It is allowed to be present in the audience during the entrance test more applicants with disabilities, as well as conducting entrance tests for applicants with disabilities in the same classroom together with other applicants, if this does not create difficulties for applicants when passing the entrance test.

It is allowed that an assistant from among the University employees or involved persons be present in the audience during the entrance test, providing applicants with disabilities with the necessary technical assistance, taking into account their individual characteristics(take a workplace, move around, read and complete the assignment, communicate with the organization’s employees conducting the entrance test).

5.4. The duration of the entrance test for applicants with disabilities increases by no more than 1.5 hours.

5.5. Applicants with disabilities are provided with information in a form accessible to them about the procedure for conducting entrance examinations.

5.6. Applicants with disabilities can use the technical means necessary for them in connection with their individual characteristics during the entrance test.

5.7. When conducting entrance examinations, the following additional requirements are ensured, depending on the individual characteristics of applicants with disabilities:

1) for the blind:

Tasks to be completed at the entrance test are drawn up in embossed dotted Braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;

Written tasks are completed on paper in embossed dot Braille or on a computer with specialized software for the blind, or dictated to an assistant;

If necessary, applicants to complete the task are provided with a set of writing instruments and paper for writing in embossed dotted Braille, a computer with specialized software for the blind;

2) for the visually impaired:

Individual uniform illumination of at least 300 lux is provided;

If necessary, those arriving to complete the task are provided with a magnifying device;

It is also possible to use your own magnifying devices;

Assignments to be completed, as well as instructions on the procedure for conducting entrance examinations, are written in larger font;

3) for the deaf and hard of hearing:

The availability of sound amplification equipment for collective use is ensured; if necessary, applicants are provided with sound amplification equipment for individual use;

Sign language interpreter services are provided;

4) for deaf-blind people, the services of a sign language interpreter are provided (in addition to the requirements fulfilled respectively for the blind and deaf);

5) for persons with severe speech impairments, the deaf, and the hard of hearing, entrance examinations conducted orally are, by decision of the organization, conducted in writing;

6) for persons with musculoskeletal disorders, disorders motor functions upper limbs or absence of upper limbs:

Written tasks are completed on a computer with specialized software or dictated to an assistant;

Entrance tests conducted in written form are, by decision of the organization, conducted orally.

5.8. The conditions specified in clauses 5.3 – 5.7 of the Rules are provided to applicants on the basis of an application for admission containing information about the need to create appropriate special conditions.

Information about the possibility of taking admissions tests remotely

The Federal State Budgetary Educational Institution of Higher Education Kemerovo State Medical University of the Ministry of Health of Russia does not provide for remote entrance exams.

VI. RULES FOR SUBMISSION AND CONSIDERATION OF APPEALS

6.1. The applicant (trusted representative) has the right to file an appeal with the appeal commission regarding a violation, in the applicant’s opinion, of the established procedure for conducting the admissions test and (or) disagreement with the assessment of the admissions test results.

6.2. The appeal is submitted in one of the ways specified in paragraph 3.4 of the Rules.

6.3. During the consideration of the appeal, compliance with the established procedure for conducting the admissions test and (or) the correctness of the assessment of the results of the admissions test is checked.

6.4. The appeal is submitted on the day the results of the entrance test are announced or during the next working day. An appeal about a violation of the established procedure for conducting an admissions test can also be filed on the day of the admissions test.

6.5. The appeal is considered no later than the next working day after the day it was filed.

6.6. The applicant (trustee) has the right to be present during the consideration of the appeal.

6.7. After considering the appeal, the appeal commission decides to change the assessment of the entrance test results or leave the specified assessment unchanged.

If disagreements arise, a vote is held in the appeal commission, and the decision is made by a majority vote. In case of equality of votes, the vote of the chairman or presiding officer at the meeting of the appeal commission is decisive.

The decision of the appeal commission, documented in the protocol, is brought to the attention of the applicant (authorized representative) and stored in the applicant’s personal file. The fact that the applicant (authorized person) has become familiar with the decision of the appeal commission is certified by the signature of the applicant (authorized person).
