It seems that soon the corruption scandals under Sergei Sobyanin will surpass even the thefts of the Luzhkov period. Judging by the report of the auditors of the Chamber of Control and Accounts (CAC), the environmental sector, for which the head of the Department of Natural Resources Management and Environmental Protection of Moscow Anton Kulbachevsky is responsible in the capital, is now under particular attack from embezzlers.

Thus, KSP auditors found out that almost 6 billion rubles from the capital’s budget allocated for the maintenance of landfills went in an unknown direction. As it turned out, the construction work was either not carried out or was carried out with such violations that the landfills that were cleaned (according to papers) polluted the environment even more actively. But why didn’t Mr. Kulbachevsky react to this? Perhaps he has his own interest in this situation?!!

So, the bulk of the violations occurred at the “scandalous” landfill in the village of Salaryevo - one of the largest in the Moscow region. Previously, Moscow environmentalists actively protested against it, but the capital’s authorities “did not notice” the public outrage.

So, as it turned out, in the process of eliminating this “garbage kingdom”, it was planned to build a ski slope on the site of the landfill, and around it a low-rise ecological development for young people modern families. However, young families are unlikely to want to live in this place.

After all, in fact, the landscaping work (and maintenance of the landfill) was carried out here with huge violations. Moreover, in the end all this led to an environmental disaster. After all, a black-brown, pungent, foul-smelling liquid with oily stains, which scientists call leachate, has long leaked from the landfill through many streams into the local Setunka River, the waters of which ultimately end up in the Moscow River!!!

In fact, the actions of officials led to the poisoning of the city’s main aquifer, but the head of the Moscow Department of Natural Resources and Environmental Protection, Anton Kulbachevsky, “for some reason” continues to stubbornly remain silent about the current situation.

Instead of protecting the environment, officials got new apartments?

It is curious that huge funds were allocated for the reclamation of the landfill. So, for example, in 2012–2014, 283.3 million rubles were allocated for the reclamation of Salaryevo with its modification “according to the high-rise scheme”. Moreover, the bulk of the work should have been completed last year (by the end of 2013, the bulk of the money - 253 million rubles - should have been spent on improving the landfill).

I wonder where all this money went, if the customer for the construction, the state unitary enterprise "Mosekostroy", did not even carry out planned repair work in Salaryevo?!! As a result, the KSP stated that “ineffective costs” for landfill reclamation amounted to 166 million rubles, or 65%.

Against this background, the Moscow Department of Natural Resources and Environmental Protection reported that environmental damage to the city ultimately exceeded 3.8 billion rubles. If we add to this another 6 billion rubles that “went to the left,” then the total damage amounts to almost 10 billion!

At the same time, officials “for some reason” included the cost of purchasing apartments in the estimate for the site’s reclamation. Thus, in 2014, a total of 235 million rubles were allocated for the reclamation of the landfill, of which 56.8 million rubles, or 24%, were allocated for the purchase of apartments for their employees.

"Roof" from the mayor's office?

In other words, while causing multi-billion dollar damage to the urban ecology, officials not only “directly”, i.e. According to the estimate, they bought new apartments for themselves, but, most likely, they trivially squandered most of the funds on construction contracts!

Here, claims arise against the leadership of the Department of Capital Repairs of the city of Moscow, which includes the State Unitary Enterprise "Mosekostroy", and to the head of the capital's environmental department, Mr. Kulbachevsky.

After all, it was the Department of Natural Resources Management and Environmental Protection of the city of Moscow that was supposed to stop the environmental disaster in Salaryevo and prevent leachates from entering the Moscow River. But this was not done! What is this – negligence or corruption?! After all, it is unlikely that Kulbachevsky so disinterestedly failed to oversee the “ineffective waste” of 6 billion rubles. for environmental needs, which ultimately caused damage to the urban environment by almost 4 billion rubles.

Agree that in this situation, the most likely version seems to be that Kulbachevsky could, in one form or another, receive kickbacks from the fraud in Salaryevo, thereby providing cover at the city hall level!

“Shadow” of Rosprirodnadzor, or business with a ministerial son?

It should be noted that Anton Kulbachevsky, before working in the capital’s mayor’s office, headed the Department of Rosprirodnadzor for the Central Federal District. But this department, in turn, was subordinate to the then head of the Ministry of Natural Resources, Yuri Trutnev, who had previously been the governor of the Perm region (Now Trutnev has been transferred to Far East, but the leadership of Rosprirodnadzor has not changed - editor's note)

During his time at the head of the capital's environmental department, Anton Kulbachevsky managed to spend more than 4 billion rubles from the Moscow budget on the purchase of de-icing materials (IGM) produced by the Ural Anti-icing Materials Plant (UZPM). This plant belongs to Dmitry Trutnev, the son of the ex-minister natural resources Yuri Trutnev

Who is poisoning Muscovites?

Now it is worth recalling that in April 2011, Anton Kulbachevsky and the head of the Department of Housing, Communal Services and Improvement (DHKhiB) Andrei Tsybin held perhaps the most scandalous competition in the history of the capital for the purchase of PGM - all three winners of the competition submitted false guarantees. Let us note that these PGMs, according to environmentalists, are dangerous to the health of Moscow residents.

In 2011, according to media reports, “shoes and coats suffered from the reagents,” and “city authorities had to think about replacing soil on lawns along the roads.” Not only citizens complained, but also environmentalists and representatives of public organizations. Therefore, “the products of the Ural Plant of Anti-icing Materials were abandoned not only in Moscow” Instead of the optimal 40-50 grams of substance per square meter wipers needed all 200. So, if in 2010 the maximum salt “dose” for Moscow did not exceed 148 thousand tons per winter, now it has increased to 420 thousand.

“The negative consequences of using increased amounts of salts are already quite obvious,” comments Dmitry Khomyakov, head of the department of agroinformatics at the Faculty of Soil Science at Moscow State University. “We feel them, and our data shows negative impacts on soil and green spaces.” According to the scientist, Moscow lives under conditions of severe salt stress, and if cardinal changes do not follow, “the soil will begin to degrade.” And then, Khomyakov warns, “we will lose the trees that grow along the roads.”

Thus, it seems that in favor of personal financial interests and, possibly, the interests of the family former minister natural resources of Yuri Trutnev, Mr. Kulbachevsky made environmental protection of Moscow a very profitable business. And he doesn’t seem to care about the health of Muscovites themselves...

Is Sobyanin betting on oligarchs, or the “Deripaska factor”?

Against the backdrop of increasingly frequent scandals involving Kulbachevsky, it is not clear why Moscow Mayor Sergei Sobyanin still does not fire him?! However, if the capital’s mayor gives departments to oligarch ministers, then everything is clear. Here we can recall the head of the Department of Culture Kapkov, who previously worked with the billionaire Abramovich, or the head of the Department of Transport Liksutov, who previously collaborated with the oligarch Makhmudov.

But who does Kulbachevsky work with then? Who is his patron from the oligarchic environment? As you know, the Moscow authorities now use a new reagent based on bischofite (magnesium chloride) to clean roads in winter.

But bischofite is dangerous and ineffective! Thus, Dmitry Khomyakov, who in 2009 headed the commission for the state environmental assessment of the roadway cleaning technology project in Moscow, wrote in his conclusion that “the use of magnesium chloride or bischofite is not desirable due to its increased viscosity, small operating temperature range, toxicity and dangers to plants and animals.”

Bishofite contains up to 70 elements of the periodic table, as the manufacturers themselves proudly say. A lot of selenium, mercury, fluorine, cadmium, bromine. But the main element of bischofite is magnesium chloride hexahydrate (MgCl2x6H2O)!!!

By the way, when this reagent evaporates, its harmful fumes enter the lungs of Muscovites! Rumor has it that not only people and animals suffer from this reagent, but also roads, and with them the wheels of cars!

But why then did Sergei Sobyanin decide to spend colossal taxpayers’ money to purchase 16 thousand tons of this new potentially dangerous reagent? Why didn’t the head of the environmental department, Kulbachevsky, speak out against bischofite?!!

Is it because this reagent is produced by Rusal Bischofit LLC, a structural division of the Rusal holding company, owned by the notorious Oleg Deripaska? And didn’t Deripaska “share” anything with Sobyanin and Kulbachevsky in order to lobby his interests?!

It seems that without the consent of the mayor, Kulbachevsky cannot “turn a blind eye” to how chemicals pollute the capital. So, apparently, Moscow Mayor Sergei Sobyanin is also involved in “environmental schemes” that allow billions to be withdrawn from the Moscow budget! And it seems that Kulbachevsky’s support will come back to haunt Sobyanin in the upcoming elections to the Moscow City Duma (MGD), because residents of the capital will not vote for the city government that deliberately “poisons them with chemicals”...

2018 is a very busy year. In 2018, the “Million Trees” campaign continued for the 5th year. Over the entire period, as part of this campaign, more than 100,000 trees, 2,200,000 shrubs were planted, and more than 18,000 Moscow courtyards were additionally landscaped. The campaign started in August 2013. There was a serious social demand from Muscovites for additional landscaping in their yards. This procedure was very bureaucratic. But we have simplified everything and have already landscaped 18,000 yards using a simplified procedure. In 2018 alone, more than 350,000 trees and shrubs were planted as part of the campaign. To replace those lost in 2018 due to abnormal weather conditions, 3,304 trees were planted. This program will continue in 2019. We plan to plant about 330,000 trees and shrubs. A new campaign “Our Tree” will start - when parents of Muscovite families whose children are born in Moscow will be given a place to plant their ancestral family tree. We plan that in the future about 30,000 families will take part in it annually. But we cannot yet say how many families will respond in 2019.

The department developed 15 urban areas with a total area of ​​169 hectares. These are the activities of the compensatory landscaping program. There, 6,600 trees and 54,000 shrubs were planted, and lawns were laid on an area of ​​10 hectares.

Do you know that trends in the field atmospheric air we have positive ones from 2010 to 2018. General phrases that 90% are motor vehicles, 10% are industry - this ratio does not change. Pollution levels continued to decline near highways, incl. reduction in the concentration of carbon monoxide by 2.2, nitrogen oxide by 1.9 and sulfur dioxide by 2.3 times. The concentration of nitrogen dioxide decreased by 5% compared to 2017. Compared to 2010, the decrease in carbon monoxide was 2.1 times, nitrogen oxide 2.3 times, sulfur dioxide 1.7 times, suspended particles PM 10 - 1.6 times. All these substances affect the health of our citizens. 30% of health impacts are not medical factors, but the environment. In this sense, we continue to actively cooperate with doctors and Rospotrebnadzor, with which we have many joint successes, including in the field of atmospheric air monitoring.

Overall, vehicle emissions were reduced by 150,000 tons. If in 2010 it was 1 million tons, then at the end of 2018 it was 850,000 tons. All this was achieved thanks to the achievements of transport policy (new interchanges, new modes of transport, new options for passengers, the number of trips by car is decreasing). We continue to work on monitoring motor fuel. Moscow, as you know, was the first in the Russian Federation to switch to selling only Euro 5 motor fuels, which also gave a positive result.

If we talk about 10% of emissions from industrial enterprises, then over 8 years of modernization, which is still ongoing, the Moscow Oil Refinery, Kuryanovsky and Lyubertsy treatment plants were subjected to modernization. Over the past 5 years, we have reduced emissions from stationary sources by 12%. These are, first of all, pipes of enterprises.

Monitoring system water bodies last year it was organized on 24 main watercourses and reservoirs, in more than 60 observation sites with the determination of up to 40 indicators. The efficiency of cleaning surface runoff from oil products and suspended solids from the territories of major roads at deep treatment facilities was 90-95%. That is, almost all wastewater from highways in the city center is treated, and quite well. In 2018, the content of ammonia nitrogen in the Moscow River below the Kuryanovsky wastewater treatment plant discharge decreased by 50% compared to 2014. Over the past 10 years, the content of petroleum products in the Moscow River in the central part of the city has decreased by 20%.

In 2018, there was a trend toward improvement in soils. Compared to 2005, when we started making observations, the level of petroleum products decreased by 2 times, and compared to 2017 - by 10%.

92% of Moscow territory falls into the category of low pollution. This is a good indicator. During 2018, 93 facilities were identified where work was carried out in violation of established noise standards. Administrative cases have been initiated for 79 objects and documents for initiating administrative cases are being prepared for 14. Our environmental monitoring service is actively working, mainly on construction sites that are carried out at night and are noisy. We brought 79 such objects to justice last year.

We continue to develop and upgrade our system environmental monitoring. In 2018, a 24-hour operational control service was created on the basis of the State Budgetary Institution, designed for continuous monitoring of the environmental situation in the city, timely detection and prevention of environmental incidents, threats to emergencies of a natural and man-made nature, also associated with extremely high levels of air pollution and operational response to environmental incidents. The creation of this service allowed us to double the number of mobile laboratory raids to study the level of air pollution based on complaints from residents at night. At the end of 2017, in December, we had an emergency - the smell of sauerkraut. These episodes continued in 2018. We understand at the expense of which objects this happened. Right now the problem is still being resolved. We are actively monitoring and notifying concerned residents of the Eastern Administrative District, South-Eastern Administrative District and other areas exposed to unpleasant odors.

In 2018, some environmentalists tried to create some kind of intrigue when, at the wishes of residents and media representatives who write about the state of atmospheric air, we carried out the first stage of modernizing the Mosekomonitoring website and updated the data. Now he has become more friendly and approachable.

In 2018, we actively took part in the preparations for the 2018 World Cup and in its holding. We participated in the certification of facilities and stadiums that hosted the World Cup according to international green standards. Near the Spartak and Luzhniki stadiums, our two automatic air monitoring stations provided relevant data on the area where the 2018 World Cup matches were being held.

Our main task is an educational function. In 2018, we continued to develop and multiply this topic. We took part in large-scale Earth Hour events. So, in 2011, 60 buildings turned off their lighting, in 2016 - 1000 buildings, and last year 1938, including the ensemble of the Moscow Kremlin, Red Square, St. Basil's Cathedral. We carried out the “Separate and Use” campaign - more than 37 tons of waste were collected by the participants of the action in 2018 (more than 20,000 people), and in 2014 - only 2 tons, when there were 5,000 participants. Interest in separate collection is growing - more than 30% of Muscovites, according to our surveys, would like to take part in separate collection campaigns, and as the waste problem is solved, a recycling industry will be created, the requests of which will include separate collection to increase the amount of waste received for processing.

The project was supported by dozens of the city's best cultural institutions, famous artists and Russian pop stars. This is absolutely new format environmental education, which aroused a wave of keen interest among Muscovites. During the event, more than 10 tons of household waste were collected and more than 4.5 thousand tickets for cultural events were issued.

We have launched a new campaign “Ecomanifesto or 10 ways to love Moscow.” These are videos on the Internet in which famous media personalities took part (I. Bezrukova, G. Kutsenko, A. Mikheeva, D. Malikov, E. Varnava, A. Mikheeva, M. Butyrskaya, Y. Karaulova, S. Casanova, Glucose , Tutta Larsen). I would like to thank everyone for their participation, both the artists and the Muscovites who watched the videos. The artists recorded stories about how, through simple actions, we can preserve our nature and how we can love our city from an environmental point of view.

They offered a “Green Office” campaign, which ran from April to June. 103 companies took part in it. The number of participants is growing every year.

Traditionally, together with the Department of Transport, we took part in the environmental awareness campaign “World Car Free Day”, “Earth Day”, “Bike to Work” and many other actions and forms of activity.

We continue to interact with civil society: volunteers, public organizations, activists. We have already held the fifth eco-residence and the event has become traditional and produces good results for the life of the city. We launched the mechanism of public inspectors. This topic came from the Ministry of Natural Resources and Environment, together with the ONF and other organizations. We have created mechanisms for training these inspectors and have already given certificates to the first inspectors. They actively interact with us.

For the second year we carried out the “Christmas Tree Cycle” campaign. Last year we did it mainly with the help of the Department: there were 18 Christmas tree collection points in the protected areas. We then collected about 7,000 spruce trees and processed them. This year the mayor decided to expand this campaign. This year there were 460 Christmas tree collection points, in almost every district, within walking distance. We collected over 26,000 Christmas trees and processed them. Muscovites actively respond to these actions.

In 2019, the Department announced a competition to develop the concept of scientific, educational, leisure and family centers - “Ecopark of the Future” and “Museum of the Laws of Nature”. In the “Ecopark of the Future” it is planned to create 4 pavilions with thematic names “Atmosphere”, “Water”, “Soil”, “Light”. The exhibition will be dedicated to the development of environmental professions in the future. The exhibition is planned to be made accessible to people with disabilities. The exhibits will be adapted by a psychologist for children with special needs.

The “Museum of the Laws of Nature” will be divided into zones “Water”, “Forest”, “Atmosphere” and “Light”, and a laboratory “Soil and Roots”. These are the formats demanded by Muscovites. All our eco-centers, their work time scheduled six months in advance. The capacity can be increased indefinitely, because the interest is colossal.

In 2019, we plan to open an exhibition space at VDNKh based on Pavilion No. 29 “Floriculture”. Various new technologies in landscaping will be presented there. This will be an exhibition-garden where you can get acquainted with exotic plants. There will be an “Ant Museum” - an entire ant population settled in a city - a model of a metropolis, and it will be possible to watch in real time how this civilization develops. There will be web cameras, and via the Internet it will be possible to watch what changes are taking place in ant life. We have already done “beekeeping” recently.

“White Book of Moscow” is a project that we want to do in 2019. A unique publication intended for visually impaired children, typed in Braille. She will tell Moscow schoolchildren from specialized schools about specially protected natural areas and the Red Book. Books will be distributed among educational institutions where these children study.

For environmental control, the Department worked in full force, provided with a laboratory, forces and means to carry out environmental control and supervision. We carried out 12,000 control events in 2018. They imposed fines in the amount of more than 150 million rubles, collected penalties in the amount of 256 million rubles, and calculated additional damages amounting to about 200 million rubles. Some have been collected, some are still in the courts.

We continue to work on motor fuels. We carried out 21 events, 10 based on requests from residents. 79 samples were taken from 29 gas stations. In 5% of cases, there was a discrepancy between the fuel quality and the requirements established in Moscow. We have an unspoken “black” list. Based on the results of verification activities, in 2018, at the end of 28 gas stations were still on this list. These are the stations where we found violations in previous years, and we inform Muscovites about this.

Activity, including in the environmental sphere, is increasing. In 2018, 41,500 appeals from citizens on environmental issues were considered. This is a very large volume, which we have dealt with and responded to everyone.

We continued the fight against illegal wildlife trafficking. We actively discussed this topic, even wrote the text of the law, conducted a crowdsourcing project in the city on the topic of protecting and protecting animals caught in urban environment. It is a great success that at the end of the year the State Duma of the Russian Federation adopted a corresponding law at the federal level, which included almost all of our proposals. Now we will continue to work with the Moscow City Duma in 2019 to develop by-laws, rules that apply only to cities of federal significance.

In this area, we carried out more than 60 control measures and opened 9 cases. 33 illegally kept wildlife objects were identified, 17 animals were seized, and individuals were fined approximately 500,000 rubles. This year we will have to develop at the Moscow level rules for keeping and a list of animals that can be kept in apartments. Another main task is to prescribe the rules of the game for objects where animals are either exhibited or placed. These are petting zoos that excite, we receive a lot of requests from Muscovites. Based on the principles of humanity, we are trying to resolve all these issues.

Protected natural areas are a serious block of our responsibility - more than 17,000 hectares on the territory of Old Moscow. We did not curtail our plans to create new protected areas and last year we created two new protected areas - a landscape reserve in the valley of the Ramenka River and in January the Brateevskaya Poima faunal reserve was created. In the buffer zones of protected areas, we continue to develop conditions for leisure and sports, realizing that the capacity of these territories is still limited. Now Muscovites have the opportunity to engage in 22 sports in our territories: football, tennis, cross-country skiing, hockey, athletics, skate park and others. In total we have more than 180 playgrounds, more than 180 sports grounds, sports fields, training grounds, bicycle routes with a length of more than 69 km, 14 ecological trails with a length of more than 32 km. For summer holiday we organized 31 zones, including 6 swimming zones. If we take the winter history, then there are 8 skating rinks, 7 ice slides, 2 slopes, 50 ski trails with a length of about 153 km.

As part of the Moscow Longevity program, which was launched in 2018 for older people, our territories are also very popular. Pensioners engage in Nordic walking and other activities, which we organized together with the departments concerned.

For the second year in a row, we held the Climate Forum of Russian Cities - this is a platform for international and domestic exchange in the field of sustainable development of urban ecosystems. This year the forum was held at VDNKh in the “Worker and Collective Farm Woman” pavilion. 200 experts from 23 countries spoke, including the UK, Korea, France, Sweden, Holland, Japan and Germany. In 2019, we also plan to hold this forum in Zaryadye on September 4-5. We will discuss climate change and the problems of adapting urban infrastructure to it.

In 2018, the International Expert Council on Environmental Issues was created under the mayor. The first meeting took place on March 13, and three times during the Climate Forum. International experts actively participate in this council, express opinions, exchange experiences and give us recommendations.

We continue to issue awards and grants from the Department. Since 2018, we started holding a competition for best project in the field of environmental education and awareness to receive grants. Last year, awards were given to all the winners. 97 applications were submitted - we awarded all those who distinguished themselves with cash prizes, memorable statuettes and certificates.

In 2018, we created a Youth Council, having studied the work of similar councils in other departments. The council has already begun to work and is providing us and Muscovites with some assistance. For example, when it was necessary to place dogs and cats from a shelter that was closing, our board members became involved. It was headed by the head of the Moseko movement, Mikhail Antonov. Let's hope that in 2019 the Council will begin to work actively.

I have already announced regarding public inspectors. We have such a mechanism, and everyone who wishes must undergo the training that we organized and pass something like a qualifying exam.

After the May Decrees were announced, our Department actively got involved in work together with other constituent entities of the Russian Federation, with the Ministry of Natural Resources and Ecology, with the Presidential Administration, and all interested executive authorities. We also actively participate in the national project “Ecology”. Moscow was included in 3 projects: a subproject of the “Ecology” project to improve the health of the Volga River, preserve unique water bodies in the city and an integrated system for managing municipal solid waste.

A.O. KULBACHEVSKY

Protected natural areas located on the territory of Old Moscow are under the jurisdiction of our Department. There are no such territories in the TiNAO, i.e. there are no protected areas. There are protected areas there - this is practically the entire state forest fund that existed when the Moscow region existed. It is administered by the prefecture. There is a state budgetary institution at the prefecture that maintains it and looks after it like a forest fund. These are mainly sanitary fellings, reforestation, afforestation, fire safety and everything arising from this activity. We only control - they coordinate certain actions with us. We provide methodological assistance and advisory. We created an inspection department for TiNAO in 2012, when the territory joined. This is the largest department that has both drones and all-terrain vehicles. A lot of work has been done to improve the infrastructure. Mosvodokanal and Mosvodostok have taken over local treatment facilities, which were previously scattered. The quality of runoff has improved markedly since 2012. Naturally, since 2012, an environmental monitoring network has been present in this territory. If I name data, I mean all of Moscow, not just Old Moscow. Naturally, we respond to all complaints from residents. There is a problem with unauthorized dumping of soil. Recently, the prosecutor of the TiNAO was fired in connection with this. If you take urban development, then the PZZ TiNAO has already been adopted. There were public hearings and discussions in 2017. All urban planning plans are clear and supported by residents. No event or project goes beyond these rules. Everything else is local things that we inherited. We are working on them all.

No, this is only Old Moscow. I report only for the activities of my Department. In fact, plantings in TiNAO are also carried out according to compensatory landscaping programs, as part of the project “Improvement after construction”, as part of the improvement of public spaces. But the main thing is control over protected areas. There, as part of reforestation, of course, not large trees are planted, as we plant as part of “A Million Trees” or “My Street”. There, 2-3-year-old seedlings are sown where, say, there are bark forests. Some areas are cut down, stumps are uprooted, the soil is cultivated and then greenery is planted in it. Everything is the same as in forestry.

The topic is under close attention of the Moscow Government. I think that certain spaces will now be rethought so that all “dog lovers” have a dog walking area within walking distance. We continue to work and offer cleaning packages to people in some protected areas. It is clear that educational activities are underway. We point out that it is quite possible for humans and animals to coexist in a metropolis, but one must have certain skills and follow certain rules. We tell residents about this. Now out new law, which defended: prohibited baiting stations, cruel treatment (which was already prohibited by the Criminal Code, but now the elements of offenses are described in more detail). Many humane norms were enshrined in the new Federal Law. It is clear that it is still “fresh”, and that we, environmentalists, will have to apply it in Moscow in 2019 - this will be an experimental application of this law.

When will the “Our Tree” campaign start? Where will the first landings begin?

We will have several places. The program will be formed over decades. Most likely, it will start in the summer, and the first landings will take place in the fall. The locations were selected mainly in protected areas, where in the future we planned activities to plant or replace green spaces. Such places have already been formed. The capacity now is under 100,000 trees. We'll have enough for 5 years, and then we'll think about it.

In 2018, we had a massive number of reports of duck deaths. There are two problems: pollution of water bodies and the fact that the ducklings could not climb up the granite landscaped slopes from the water and died from this. How will these two problems be resolved?

A.O. KULBACHEVSKY

They are already deciding. This issue is under constant monitoring by our Department. More than 30,000 waterfowl winter in the city alone. This is a global task for us. According to the facts that happened in the summer, it was on the eve of the mayoral elections, Rospotrebnadzor, veterinary control, our environmental monitoring service, responding to complaints of mass deaths, made conclusions about the pollution of water bodies chemicals, and sanitary and epidemiological. Those. The temperature rises, algae begins to bloom, and pathogenic microbes appear. For the same reasons, Rospotrebnadzor often closes many swimming spots already in July. There is a problem, namely with the heat and water temperature. But, naturally, the birds are overfed with something they should not eat, and this food is supplied in very large quantities. Based on the results of 2018, I have already given instructions to organize at almost all reservoirs where we have waterfowl, certain explanatory stands on how to feed them and to provide citizens with access to this food so that they can subdue the birds. The food must be of high quality. These are special feeds. We will try this experimentally in 2019. Let's try to organize this in the protected areas under our jurisdiction.

We provide assistance to wintering birds. On October 4, many journalists travel with us to the TiNAO, where we release our foundlings, foundlings, including a lot of birds, and waterfowl, who come to us either wounded, sick, or already exhausted, to foster care centers. We adapt them and release them into the territory of the ornithological reserve in the TiNAO. We are trying to somehow systematize this work. We work with balance holders of reservoirs and give recommendations, including on organizing wintering, so that there are convenient exits from the water. But we all understand that waterfowl winter only where there is an opening. We will be ready for this topic in the summer. Let’s do some kind of scientific and educational essay with your newspaper and continue to analyze this topic. Blame it all on water pollution - animals have an instinct of self-preservation, and they simply will not settle in dirty water. This means that there are some other reasons that need to be analyzed and eliminated.

We have a legal obligation to review the Red Book at a certain historical period. It will be ready for release in 2019. We are doing this work. It's just not one year's work. We have already started it. Naturally, the new edition will be either 2019 or 2020. According to our analyses, there are a number of positive changes: the number of species on the verge of extinction has decreased. There are positive trends in this area.

If some individual Muscovite would like a container for collecting dry waste to appear in his yard, what would you advise him to do?

A.O. KULBACHEVSKY

In almost every municipality, collection points for secondary material resources have already been identified, within walking distance. This work has already been done. There is a map with addresses on the website of the Housing and Communal Services Department. Everyone can separate waste at home and go, hand it over, and even receive a monetary reward for some types of waste. Another question would be the issue of taxes. It turns out that if you receive a reward for a plastic bottle, you kind of sell it, and this is subject to VAT, income tax, etc. It is necessary that changes be made to the Tax Code at the federal level. Now, it seems to me, they have already been formulated by the Ministry of Natural Resources and Environment. These tax breaks will be accepted. Points around the city have been identified, there are about 500 of them - these are public places, mainly - where there are containers for separate collection. The Department of Housing and Communal Services deals with this, as well as waste issues in general. We deal with legislation and make recommendations. Control is mainly over federal structures. We don't even exercise control. But methodologically, we are actively studying and discussing this topic with our colleagues. If now even 30% of Muscovites begin to separate waste, we simply will have nowhere to process it. The main thing here is not to deceive people. The recycling industry is starting to emerge, and small businesses are moving in. This is a gradual process and we will gradually connect. IN national projects There are weather parameters in percentage terms, how much should we divide. We don't fit into a niche. On the contrary, we are taking on increased obligations somewhere, exceeding federal indicators. In any case, we will develop this topic. This will be done by the regional operator, who will be selected in 3 years, and by the contractor companies that are currently working with us - they have an obligation to develop separate waste collection, which they are also doing. There are also various retail chains and facilities where this is done: packaging, cardboard. All this is already being done under our control and the control of the Housing and Public Utilities Department - 800,000 tons of separated waste are handed over for processing in Moscow. Basically this is a contribution manufacturing enterprises and retail chains. This is not to say that the topic is in its infancy. There will be a need in the industry, and we will incorporate these mechanisms to meet this need.

Regarding the container in the yard, this is a question for the management company that services your home, the operator with whom it has entered into an agreement for the entire waste disposal chain. The city has no objection to this at all. We have provided points within walking distance. Next is the question of development. Not the entire territory of the city, and not everyone in the future will take part in this. It's clear. But the 30% we are talking about, I think, is quite realistic.

We are entering working group, created under the Ministry of Natural Resources and Environment. This is not a new message that the President gives to society, the Government, and executive authorities in the field of ecology that this topic needs to be developed. We have a colossal natural heritage in the Russian Federation, more than a million hectares of protected areas. The tourism potential of these territories has not been developed. Residents of the country are interested. The development of this tourism component is a very important thing to do. But there are no economic mechanisms to attract an investor who could do it after developing all the parameters of what is possible and what is not - again, such standards. These standards need to be developed at the federal level for all protected areas. It is gentle technologies, not in all zones, but only where it is possible, like in protected areas we have buffer zones in which we detain people. In Moscow we have recreational zones, buffer zones, there is a core of protected areas, a protected area, where there is only an eco-trail and a quiet rest route, so that there is a synergy between urban and natural life. Zaryadye is not the first case, but this is a global case when, instead of an expensive hotel complex near the Kremlin, a decision was made to create a green area of ​​such high level. There is a cultural heritage there, and the natural component is very well developed. Since 2012, from 10 to 15 such decisions of the State Land Planning Commission have been made, when landscaping took place on the site of demolished garages or houses. This trend has been around for a long time and will continue. Another question is that we now have enormous potential for the reorganization of industrial zones. If we take ZIL, several wonderful parks have already been created there. This is where our potential lies. Even in our Environmental Strategy until 2030, we see potential for increasing green areas through the reorganization of industrial zones. If now they are 54.5%, then by 2030 in Old Moscow we want to bring them to 60%. This potential is also buried in these industrial zones.
