An amazing story: for the past 10 days, an event has been taking place before our eyes, completely unprecedented in scale, significance (without any exaggeration, one can say - global significance) and the authority of the people taking part in it, and very little is known about it. That is, of course, in narrow professional circles they talk about it, discuss it, and follow the development of news. But in general, the whole plot remains completely “corporate”, even “departmental” if you like.

This is some very instructive example of how strange, absurd, idle and senseless the structure of today's Russian information environment is. Moreover, why television and the official press are silent is understandable, of course. But why social media, networks and communities remained aloof from the sensation is a question for a separate study. That is, it cannot be said, of course, that no one knew about it at all. But the resonance certainly does not correspond to the true weight of what is happening...

I'm talking about the letter that appeared on the website of the Society of Scientific Workers on July 1, and about the mass protest action of scientists that followed the publication.

For reference: ONR is such an informal public organization, created by a large group of scientists actively working in Russia and abroad, about a year and a half ago. By the way, it was never possible to suspect ONR of loving the current Russian Academy of Sciences. About how Russian science is organized, how it is managed and how it is financed, ONR statements and documents have always spoken extremely harshly and directly. Actually, the creation of this organization was motivated in its constituent documents by the fact that it was no longer possible to put up with the current situation in Russia "an alienation of power from scientists, unprecedented neither in developed nor in catching up countries" and with the situation “in which leading world-class researchers are relegated to the level of disenfranchised hired workers. As a result, over the past decade, Russia has slipped from 16th to 27th place in the world in terms of total citations of scientific articles...”.

In general, if there is an organization in the scientific community that is determined to radically reform the Russian Academy of Sciences, then it is precisely this Society Scientific Workers and there is.

And now it is the Society of Scientific Workers that has become the platform on which the most powerful and convincing protest action for the scientific community is unfolding, directed against the Duma bill on the “confiscation reform” of the Russian Academy of Sciences.

The text of the address around which the events are developing is extremely laconic. I would say that he is demonstratively laconic. The authors make it clear to the recipients that, in general, there is nothing left to convince them of, and there is no need to bargain, and there is nothing to ask for. Just a protest, nothing more. Just an expression of indignation and contempt for the organizers of such a “reform”. Here is the entire text, from the first to the last word:

This statement was signed during these 10 days by the real, non-fictional, real elite of Russian science in almost its entire composition.

Due to the kind of dissertation research that I have been immersed in over the past few months, I have to communicate quite a lot with various representatives of the scientific community. And I must tell you that my interlocutors are completely dumbfounded. No one under any circumstances expected anything like this. The most famous, the most respected, the most influential, the most quoted, the most brilliant of the active Russian scientists of the LAST THREE GENERATIONS, who have achieved the greatest academic success, who have rightfully earned their titles of academicians and corresponding members, now put their signatures under the refusal to cover up with their names the thieves’ reform imposed Putin's administration.

Because this reform has nothing to do with the real tasks of the revival and development of Russian science. Because this reform is in no way connected with the true point of view of those in whose name they are trying to push it: Russian scientists themselves. Because this reform represents a bright, arrogant and demonstrative declaration of contempt by officials and near-Kremlin swindlers for the genuine interests of Russian scientists, the Russian educated class, and Russian society in general.

Do you know why I consider this event extremely important even against the backdrop of the whole very alarming and gloomy political picture of the day? Even against the backdrop of the inhumane, tortured trial in the “May 6 Case,” which was organized to intimidate and demoralize you and me. Against the backdrop of the unscrupulous trial of Navalny and Ofitserov, falsified and distorted from the first to the last word. Against the backdrop of a cheap farce into which the Moscow mayor's office, with the sanction of the Kremlin, is turning the most important city elections. Against the backdrop of increasingly widespread repressions against civil activists, the total destruction of NGOs, and the consistent strangulation of the free press in Russia...

Because in this story we see that people who only yesterday considered themselves to be protected from “all this nonsense of yours,” lived with the conviction that “all this political fuss does not concern them,” proceeded from the fact that something was wrong with them. “surely nothing like this will happen,” - they suddenly discover that they are absolutely not in a tank, and in no way in a house. Suddenly it turns out that the punishment for indifference, for arrogance, for readiness to withdraw from public life, for civil deafness and blindness, is inevitable. If Russia has become a totalitarian country, sooner or later this totalitarianism will reach you. Whether you are academicians or Nobel laureates.

In recent weeks, many bitter, sometimes irritated, reproaches have been addressed to the academic “corporation”. Occasionally, they also contain ordinary gloating. More often - disappointment, despondency. And now - such a turn.

Right now these people - the most worthy, most honored, wisest and most respected of Russian scientists - are learning this hard lesson before our eyes. And I really hope that the trauma that will now be inflicted on them by this disappointment, this insight and this despair will turn out to be strong enough. I hope the wound doesn't take long to heal. I think that the memory of these days will be preserved in these people forever.

Yesterday there was a message that many of these signatories now intend to enter a new community, the purpose of which will be to fight against the arbitrariness of power for the true, vital interests of the Russian scientific corporation. The community will be called - based on the date of publication of the appeal - "Club July 1st". It’s interesting: what this struggle for the “future of Russian science” will look like separately from the movement for civil society in Russia as a whole. Is it possible to somehow “isolate” your corporate interests here? Or will it still turn out that one cannot live without the other?

Just read this list of "academic refuseniks". As of yesterday morning, there were 71 names on it - it is compiled not in alphabetical order, but in order of signature. Someone else will probably be added today. On the ONR website the list is given in a completely dry form - only rank, surname and initials. And I asked my fellow scientists to add the minimum reference information, so that it becomes clear to the uninitiated at least which of the academicians is from where.

First of all, it is worth noting that Russian citizens can become either academicians or corresponding members of the RAS. In general, it is these two categories that form the backbone of this organization. This system has remained since the times Soviet Union. The USSR Academy of Sciences ceased to exist in the 91st year of the last century, but its traditions live to this day.

Citizens of other states, in turn, have the opportunity to obtain the title of foreign member. For the most part, academicians simultaneously hold leadership positions in various research institutes, for which they are paid an appropriate salary.

It is worth noting that the main benefit of an academician is lifelong election. Status is usually given to those who have already been a corresponding member for a certain time. Moreover, according to the charter, only academicians have the right to vote in elections.

As you know, the last time elections were held was at the end of October 2016. The difference from the previous ones is that this time most of the vacancies were filled by relatively young scientists. An age limit was introduced for applicants - up to 61 years. In this way, the organization is trying to somewhat rejuvenate its composition.

What does membership give?

By and large, the title of academician is nothing more than a reward for certain merits and achievements on the scientific path. Thus, recognition of the value of the work of a particular scientist is actually ensured at the state level and within the Russian scientific community.

In accordance with the law, the title of Academician of the Russian Academy of Sciences is not considered scientific degree, however, has high attractiveness due to prestige.

Among other things, based on the Charter of the RAS, academicians have the following rights:

  • take part in the affairs of the RAS in accordance with the legislation of the Russian Federation;
  • to be elected, as well as to participate in elections governing bodies Academies;
  • initiate consideration of issues of both scientific and organizational nature in the Presidium of the Russian Academy of Sciences;
  • demand the provision of information concerning the activities of the RAS in the prescribed manner;
  • receive cash payments introduced by government decree every month.

Salaries and other payments to academicians

As can be understood from the above, the benefits available to RAS academicians are largely of an image nature. Nevertheless, since Soviet times there have been certain payments for the title. So, under the USSR, each academician received 500 rubles monthly, which was a very substantial amount at that time.

After the formation of the Russian Federation as an independent state, this practice was maintained. Thus, in February 2016, the government, by its resolution number 86, established a new amount of payments. As you might guess, the amount of scholarships has been increased. True, only the members felt the growth State Academy. At the RAS they were left at the same level. They, in particular, were put into effect back in 2008; the Russian Cabinet of Ministers then determined their sizes as follows:

  • for academicians of the Russian Academy of Sciences – 100 thousand rubles;
  • for member correspondents – 50 thousand;
  • for GAN academicians – 60;
  • for GAN corresponding members – 30.

A Russian academician, in addition to universal respect and honor, receives a lifelong salary from the state budget. And this despite the fact that scientists of this rank usually earn good money at their main job.

Other benefits

Of course, it should be recognized that academics now have fewer privileges than they did in Soviet time. However, the existing preferences are more than enough. At least that's what many people think.

Other privileges include the opportunity, if necessary, to use official transport from the academy garage.

In addition, they also receive medical care from doctors at the clinic operating under the Administrative Department of the President of the Russian Federation. The same right is reserved for their relatives, although only their closest ones.

Academicians of the Russian Academy of Sciences, who have profited and privatized state funds for science, want to sell themselves to everyone, and not at a high price, they told Putin about this. And the President of Russia wants their efforts in organizing science “like a pump here”!

The President held a meeting of the Council for Science and Education in Novosibirsk. And on it, academics, like intergirls in hotels in the early 90s, chirped to the whole world about traveling and working abroad in a very sensitive area. And they masked these passionate desires to be in demand behind the cordon with the term “international”.

Putin:“It is obvious that now the leader will be the one who will have his own technologies, knowledge, and competencies. They become the most important development resource and ensure the country’s sovereignty without any exaggeration.

In science, as in other fields, we must achieve a real breakthrough. It is necessary to abandon once and for all support for inefficiency, outdated, outdated approaches in the organization scientific activity. And, of course, the country is waiting for new solutions from science that can change the quality of people’s lives, give powerful dynamics to the development of Russia. These are the tasks that were set in the Strategy for Scientific and Technological Development. And this is what projects should be aimed at scientific institutes, R&D programs, ministries, departments.”

But the scientific shock workers did not hear the president

M. Kovalchuk: “And I want to emphasize that Russian and Soviet scientists made a huge contribution to the development of the infrastructure of world science. Suffice it to say that the largest international project, ITER, which you launched in 2006 by signing this agreement with Chirac in Paris, Vladimir Vladimirovich, is based on the ideas of Soviet physicists. A tokamak is being created there, that’s a Soviet word, a toroidal chamber with magnetic coils.”

Kovalchuk publicly boasts to the scientific community and the president that he is cleverly trading on the Soviet legacy, reminding Putin that it was he who dragged him into this completely useless project. And what did the Russians get from the “development of the infrastructure of world science”, to which they “made a huge contribution”? Why can’t scientist Kovalchuk give numbers?

The nature-loving scientist, at his own discretion, transfers key developments on the tokamak abroad, without asking himself the question of their value there and without even knowing how much he sells them to the West. This “God-man” is compared with domestic black-hole workers by his love for symposiums (in ancient Greek “symposium” is “drinking after a meeting of friends”) in the West.

Now Kovalchuk, a naturalist, is taking Tokamak technologies to Provence, where he is building the same Tokamak, but under a different name - ITER (Research Thermonuclear Experimental Reactor). Nobody knows what the benefits are, including in monetary terms, Russian society from such “physics” of Kovalchuk and from ITER in general?

So far, there is only a selfish benefit of the project for the nature-loving man himself and his associates: with the physical launch of the “thermonuclear” in Provence, one should expect Nobel Prizes in physics, including due to the large participation of the United States in it money and “their” clever businessmen from science. Unfortunately, we now have only one organization in the country - the Institute of Nuclear Research in Dubna, which works as an international scientific organization “under the umbrella” of Russian legislation. If we had the opportunity to organize such international scientific organizations, I think we would get both an influx of interest and an influx of capital here, and with that the scientists would follow. At the Council in Novosibirsk, the previous president of the RAS V. Forts begged Putin for funds for travel and living abroad. There is nothing for scientists to go out and experiment with. For expensive installations of American colleagues. And he complained about bureaucracy in the design of funds and scientific ideas. In the West it is done differently. In front of me now is an A4 scale piece of paper. This is the form that must be written down by the person who nominates their colleague for the Nobel Prize. Sent out to several dozen physicists every year, at least that's what I can tell. And in order to nominate a person for such a prestigious award, you actually have to fill out half a page. This can be done by hand. It took me 15 minutes to fill out this form. This is enough to decide that a person has the required level.

We also had such a thing at one time when bureaucracy and business were separated as much as possible. Here in front of me is also a half-page A4 diagram, handwritten by Andrei Dmitrievich Sakharov for the creation of a hydrogen bomb. I want to give you these two papers, Vladimir Vladimirovich, so that we have an idea of ​​what a complex system we have today. She's clumsy, she's uncompetitive, definitely».
