Everything that has developed as a result of previously carried out actions is a predetermined fate, which acts as a kind of unchangeable law, but its immutability is only relative, because sooner or later the time comes for active intervention, if not in your past, then in your future, and thanks to it a person achieves the opportunity to remake his destiny. Of course, for this he must truly possess great personal strength. He must remelt his destiny. And the image of remelting, which is mentioned here, is explained by commentators by the fact that the upper trigram, which we enter in this situation, the Dui trigram, symbolizes metal, under which the Li trigram - fire - operates. Thanks to such remelting and remaking of one’s own future destiny, any repentance for wrong actions in the past disappears. That's why in the text we read:

The strong point is in fourth [place].

5. With maximum identification of change in the fifth position, the “Book of Changes” indicates an image that is mobile and strong in its outward activity, the image of a constantly moving tiger. But this is only an image, because essentially here we are talking about a person full of great internal forces, which for him in all his activities are as convincing as they are for the people around him, so that in all his activities he can proceed from them and do not wait for any predictions, instructions from outside, etc. That's why the text here says:

The strong point is in fifth [place].
A great man is as active as a tiger.
And before fortune telling, [he already] owns the truth.

6. Overdevelopment of variability and mobility leads only to external confirmation of the change. In essence, the change has already been achieved, and it is only by inertia that the most external in it continues to operate. If the maximum identification of the change was about the mobility of the tiger, then here an animal was chosen that is similar to a tiger, but lacks its power. Here we are talking only about the mobility of the leopard, but even this, being still movement, the possibility of change, can only be inherent in an internally developed person. A person who is not developed ethically, is insignificant, is capable of only purely external confirmation of a change. He can change no more than the "expression of his face." If he offered to act outside without actually showing himself in any way, then such a speech would only lead to misfortune. It is better for him to remain what he is and work on truly changing his quality. Because of this the text says:

There's a weak line at the top.
A noble man is as active as a leopard.
An insignificant person's face changes.
Hiking is unlucky.
Steady staying in place is fortunate.
